The Partners agree on the following procedures for collecting applications and for selecting the candidate beneficiaries. Improvements or adjustments of the application and admission procedures may be suggested to the Partnership a minimum of three months in advance of the next deadline for applications.


Target groups

According to the EMA21 regulations and to the Grant Agreement, scholarships are made available to beneficiaries belonging to three Target Groups and who have not resided in Europe for more than a total of 12 months over the last five years at the time of submitting their application to the partnership. This rule does not apply to either TG3 or academic staff candidates.

  • Target Group 1 - Students registered in one of the Partner Universities with a minimum of 1 year previous university studies and staff currently enrolled in or employed by one of the Partner Universities. Applicants must be nationals of EU or one of the countries targeted by the project.
  • Target Group 2 - TG2 mobilities will be from Europe to Iran and Iraq and from the non-EU countries targeted by the project to Europe. Students need either to be registered in or to have obtained a university degree or equivalent from a HEI of any European or non-EU country concerned by the lot (not included in the partnership).
  • Target group 3 - Nationals of one of the non-EU countries targeted by the project who are in a particularly vulnerable situation due social or political reasons as specified by the EMA21 Call. Proof of this vulnerable situation is requested from all candidates alleging this status.

Student mobilities

The project allows for the participation of students as exchange students or as degree students as here defined.

Exchange students

An exchange student is registered at a university (home University) and temporarily studies at a partner university (host university). Exchange students do not obtain a diploma from the host institution. However, all academic results will be sent to the students' home university and will be recognized by using the two ECTS (European Credit Transfer System) tools: the learning agreement and the transcript of records. The Partners commit to use the ECTS system or to convert the local grades and credits into the ECTS system in order to facilitate the academic recognition for each participating student.

Content of scholarships

All scholarships include insurance and travel costs between the home country and the host country and a monthly allowance according to the list below:
